Collins is a human from the 2005 IDW portion of the Generation 1 continuity family.

Collins is a Skywatch sat-com technician, though he gets bored with his job when he just has to look at code all day. Unlike most members of his organization, he believes in the innocence of the Autobots.

Collins picked up somewhere that the alien robots who turned into cars were good, while the ones who turned into planes were bad. He shared this with his fellow Skywatch agent Lopez, who forwarded it to Daniel Klonowski. Klonowski dismissed this, stating that someone who just stares at a screen all day didn't have any say in their hunt for the aliens. Hidden

Considering his opinion on the matter, perhaps it's not surprising that Collins became loyal to Colonel Gordon Horiuchi when he attempted to forge an alliance with the car robots. He worked with coding information so that the rest of Skywatch wouldn't figure out what Horiuchi's unit were up to, and also monitored internal communications between the Autobots. A day after Collins stayed up late coordinating details with Horiuchi, Daniel Klonowski stopped by his station and asked to look at recent data outputs by the Autobots. Collins happily obliged.
