Decepticon Heartland
The Decepticon Heartland is an autonomous nation (i.e. something the Decepticons nicked and won't give back) within the United States of America (oooh... ouch), encompassing the six hundred square miles around Savannah. This territory (based on geography) covers all of Georgia, South Carolina and parts of Florida north of Orlando; Kershaw County in South Carolina, however, appears to border the Heartland but not actually be part of it. The centre is the former Autobot base in Savannah.

[edit]In a divergent timeline, the Decepticons succeeded at Mission City and conquered the United States. The Decepticons took over the Autobot base while the Autobots were off fighting Unicron, and viciously "evicted" every human resident and military unit. Return to Cybertron, Part: 4 They would go on to merrily change the design and location of the base every few days.
The borders were heavily guarded, and the Autobots were unable to get back in. Hard Target This guard was briefly dropped to let the Autobots in so they could be trapped and killed. This plan went badly. The Decepticon Who Haunted Himself
The Decepticons eventually started to claim that they would be quite happy to stay within the heartland's borders and would be eager to do a truce as long as the Autobots weren't around, and they're nice really—multiple cities were hit at the same time, to emphasise that America really wanted to sign that truce. The Decepticons, of course, intended for their troops to pour out of the heartland once the Autobots were gone. Revolution Part 1
A resulting Decepticon Civil War saw their ranks decimated and Stockade leading his New Decepticons into the Heartland. The resulting battle was interrupted by the Autobots, who teleported all the Decepticons back to Cybertron — ending the Heartland's existence. Revolution Part 3
