Dutch is a human from the cartoon portion of the Generation 1 continuity family.
Everyone remembers when cravats and huge lapels became popular in the thug community in 2006.

Dutch is Victor Drath's right-hand man. As a thug, he's slightly cleverer than Drath's other men, though that isn't saying much.

Dutch was in charge of an operation to steal a canister of newtronium from the docks. Unfortunate the operation was jeopardised by the arrival of Rodimus Prime and Ultra Magnus. Dutch shot the newtronium canister, which Rodimus had picked up, causing it to explode and allowing his men to escape. Drath's reaction to the loss was to contact Old Snake, which gave Dutch the opportunity to punch a random person. Dutch was subsequently present when four of the Autobots, including the two who had foiled the earlier operation, were transferred into human bodies. Unfortunately the four humanised Autobots escaped the goon assigned to dispose of them.

Later a silent alarm was tripped at one of Drath's warehouses, and Dutch arrived in time to find Ultra Magnus threatening some of Drath's men with a grenade. Dutch was able to capture the humanised Autobot.

The rogue Rodimus was lured into a trap by Michelle, Drath's girlfriend. Dutch and another thug held the Autobot while Drath gloated about his plan to destroy Autobot City. The incensed Rodimus was able to overpower the trio and hold them until the police arrived to arrest Drath and his men. Only Human
