General Frankel is a human from the G.I. Joe vs. the Transformers portion of the Generation 1 continuity family.

When it comes to the United States military, General Frankel is way up there in the hierarchy. If there is a chance for his country to obtain some advanced alien technology, he won't pass it up.

General Frankel was one of five higher-ups in the U.S. army that had kept tabs on Cobra ever since the terrorist organization had launched an attack on the United Nations, using Cybertronians as weapons. G.I. Joe eventually managed to cripple Cobra’s operation thanks to the help of the Autobots Wheeljack and Bumblebee, but the Generals were more interested in reverse-engineering the Cybertronians’ tech than making friends with aliens. They decided to nuke Cobra’s base of operations, despite several Autobots still fighting there, and have Wheeljack and Bumblebee taken to Area 51 for vivisection. Hawk refused to go along with their plan however, and took his “prisoners” to Cobra’s headquarters to stop the nuclear strike. G.I.
