Horton is a human from the Energon Universe portion of the Generation 1 continuity family.

General Horton is the commander of a salvage team from M.A.R.S. Industries who dreams of something greater. His father was a highly decorated figure, and he's determined to live up to that. For now, though, he's stuck with a trio of useless Privates and a cat. But should he ever stumble on something big, he'll seize the opportunity and take the destiny that is his.

General Horton and his team (consisting of Privates Martin, Razz, and Clayton) went rogue G.I. Joe #9 and found Starscream at the bottom of a volcano, in the process of having his legs melted off. To restore some mobility to him, Horton ordered the giant robot to be welded to the top of a H.I.S.S. tank they'd brought along. When the Seeker proved too heavy for the crane and collapsed back to the ground, he bemoaned his current lot in life, but immediately assured his troops that everything was about to change for him. Somehow managing to get Starscream atop the H.I.S.S. tank, Horton ordered a failsafe installed, which he explained to his new asset once he woke up: explosives, placed throughout Starscream's body and connected to a remote detonator as well as Horton's heartbeat. If it stopped, Starscream would detonate. He offered Starscream a partnership of sorts, believing his superiors would be ecstatic at having access to a living weapon. With little choice, Starscream accepted. Heading to a nearby beach to investigate some strange noises, the group immediately found Astrotrain chained up. Pretty much right at that moment, a hunk of Cybertron fell from a portal in the sky into the ocean, creating a tidal wave that threatened to wash away everyone on the beach. Now freed, Astrotrain converted to his shuttle mode and beckoned Starscream aboard. Horton was initially hesitant to allow Starscream to do so, but soon capitulated due to the imminent threat of drowning. Pissed off, Horton tried to remind Starscream who was in charge, but was overshadowed by the rescue of two more Decepticons caught in the waves. Sensing he was losing control of the situation, Horton tried to get Starscream to return them to the ground, but Astrotrain was hit by a wave and Horton was slammed into a wall, rendering him unconscious.

When he awoke, he was on the hunk of Cybertron and Starscream's growing cadre of giant robots had been added to with three more. Where once there had been one, now there were seven giant robots, and Horton decided enough was enough. He ordered Starscream to return them to Earth or else he'd detonate the explosives. Starscream merely smiled and told him to do it. When Horton pressed the button, nothing happened; his underlings had removed the charges from Starscream's body in exchange for their freedom. After this revelation, Starscream killed Razz and Clayton right then and there. Horton dropped to his knees to beg for his life, and was unceremoniously crushed to death under the H.I.S.S. tank's treads. Transformers #14
