The "Irate Citizen" is a human from the Animated continuity family.

The "Irate Citizen" picks really bad places to park and has a short temper. He probably gets towed a lot.

This hapless citizen parked his car on the Detroit docks. When he came back, it had been covered in trash, and Ratchet was picking it up in a magnetic field. The human angrily demanded Ratchet put the car down, so he did, right into the lake. After the citizen demanded Ratchet pay for the damages, the Autobot pointed out that he was the one who parked it under a mountain of trash. The altercation escalated when Ratchet picked the citizen up to explain something. Flailing his limbs in anger, the irate human announced he was calling either the cops or a tow truck. Luckily before it could go any further, Captain Fanzone interceded and announced the city would cover the damages to the irate citizen's vehicle. The diminutive gentleman shot a last "this isn't over!" at Ratchet before being frightened off by the Autobot's clanking magnetic pincers. Garbage In, Garbage Out
