James E. Webb is the administrator of NASA. He used to be a marine fighter pilot, and then a lawyer, but as it turns out, most of his duties involve meeting politicians, not scientists. His hair has suddenly gotten a lot greyer since he took the post of administrator.

Dark of the Moon novel

Webb was dealing with many strange and frivolous requests from politicians when he received a call from Doctor Moore. As it turned out, Moore was passing on the news that a UFO had crashed into the Moon, which was much more exciting than dealing with politicians. Webb in turn passed the news on to secretary of defense Robert McNamara, who went to the President, and soon Webb and his organization were tasked with landing a man on the Moon. Dark of the Moon
