Robert McNamara

Robert Strange McNamara was the secretary of defense of the United States of America between 1961 and 1968. He already had to deal with the situation in Indochina, the Soviets, and Cubans making rumblings about missile bases; the last thing he needed was a UFO crashing into the Moon.

McNamara met with John F. Kennedy to inform him that a UFO had crashed into the Moon. The President told him to get NASA to start a project to put a man on the Moon. Dark of the Moon

Robert McNamara’s involvement in the preceding events, or events mostly similar, were also chronicled in the novel "Transformers: Dark of the Moon."
