Li is a human from the G.I. Joe vs. the Transformers portion of the Generation 1 continuity family.

After their final battle, the United States government arranged for the remains of Megatron and Soundwave to be brought to Area 52 for research. Doctor Li was assigned as the head technician of the operation, primarily charged with supervising the development of the one man army Serpent O.R., a cyborg based on Cybertronian technology. This included Megatron's personality program. Doctor Li could have done with a more thorough grip on the project though, as his assistant, Doctor Wise, was actually one of Zarana's disguises. During an attack by Cobra Commander's forces and battle between them, G.I. Joe and the Autobots and Serpent O.R., Li and Martin got stuck in the underground laboratory. They were recovered by Scarlett, who found them while looking for a safe spot. The Art of War #2 In return, Li and Martin helped retrieve the last coordinates of the warp gate Serpent O.R. had used to get to Cybertron upon his escape. Then Li dropped that his intent was for the Joes and Autobots to return his "work of marvel" safely to him rather than that he wanted them to be able to put a stop to the danger Serpent O.R. posed, prompting Mainframe to knock him unconscious, which he supposedly stayed for the rest of the event.
