Sato Noriko is a human from the Legends anthology portion of the Generation 1 continuity family.

Sato Noriko is an agent with Japan's Public Security Investigation Agency. Though her English is flawless, she is extremely formal and lacks any hint of a sense of humor.

On behalf of the Japanese government, Sato met with Swindle to purchase some weapons, asking if she could get a demonstration before buying, though she was unable to provide a venue. Swindle agreed, coming up with a plan on the spot.

Swindle gave Sato information on one of his arm trades to Faghadi of Carbombia, which she was able to pass on to a NATO taskforce headed by Major Bergstrum without arousing suspicion. She accompanied the Major to the Betah, Carbombia, where a NATO sting operation captured the deposed dictator in the middle of the weapons exchange.

Satisfied with the weapons' capabilities, Sato left the Major to mop up. She rendezvoused with Swindle in a deserted town some distance away, where they made a deal for him to supply Japan with weapons. Two for the Price of One
