The Section Sabine facility lies only a short distance away from Earth: an abandoned outpost located on the surface of Earth's Moon. Even if you are aware of the top-secret base's existence, it's difficult to reach if you don't have easy access to a starship or a teleportation system... which is probably why so many international supervillains view this far-flung bunker as ideal real estate.

The Section Sabine moonbase was originally built by the forces of Cobra during their covert war against the forces of G.I. Joe. G.I. Joe #16 Though G.I. Joe successfully destroyed the M.A.S.S. Device responsible for shuttling personnel to and from the base, mounting budget problems of their own meant that they were unable to rescue the Cobra operatives who had been trapped on the Moon in the process. Some of the base workers used the lunar construction equipment to carve a distress message into the lunar soil in the vain hope that someone on Earth would see it before they died.

Following the collapse of Cobra, Section Sabine remained abandoned for several years until G.I. Joe leader-turned-terrorist Joe Colton—in the guise of "Baron Ironblood"—reactivated the base, this time as a secondary headquarters for the handpicked cabal of villains known as the Iron Ring. Enter the Shadow Storm Shadow and her Red Shadows were responsible for gathering supplies to refit the decrepit base, using a rebuilt, Ore-13-powered M.A.S.S. Device to covertly scavenge materials and technology from across the world, G.I. Joe vol. 5 #1 including volatile supplies of Ore-13—Enter the Shadow a substance proven to have a volatile effect on the Talisman's magical energies. When Eagles Scream

During a skirmish in Schleteva for control of the Talisman that would prove vital to "Ironblood's" long-term goals, Action Man was inadvertently teleported to the lunar surface by the M.A.S.S. Device and wound up in a spacesuit just outside the base. Crisis Intervention Making his way in, he encountered Ironblood and the other members of his growing conspiracy, lading them on a chase through the base before the villains were able to pin him down. Simultaneously, however, Kup, Garrison Blackrock, and Ayana Jones had teamed up with the heroic Micronauts, who were able to track the Talisman to the moon aboard the Heliopolis. In the ensuing battle, Kup came crashing right through the ceiling, sucking a sizeable amount of the base's personnel into space, and a subsequent chain reaction caused by Larissa enerchanging with the Talisman threatened to destroy the base entirely. Ironblood and his inner cadre of operatives escaped, as did Action Man and the other heroes, but the base itself was utterly annihilated. Enter the Shadow
