Gender studies

So, I gather the history of this character (and the other members of the Extreme Competition Team) is that, first, the toy was introduced in Japan under the name "Brake", with no bio info whatsoever. (Ergo, no gender.) Then, the Fan Club created a bio for the character, giving her an American name, the female gender, and some other details. The Fan Club did not intend for this to be a new character, despite the different name (in the same way that "Convoy" and "Optimus Prime" are the same character). Is my understanding correct?
