Merging

I suggest the page to be an individual page because the Council Citadel was paved over Iacon and it turns out this one was destroyed. (lobythelegend 23:49, 23 June 2012 (EDT))

The Citadel was in Iacon, which after being destroyed was rebuilt into Cybertropolis which is home to the Council Citadel. I guess we could consider the Council Citadel as a newer version of the old Citadel; however, this fact isn't canon. Plausible, but not official. Keeping that in mind, make of it what you will.
