Hhh. I guess it could be? I mean, the details don't really line up for ANY of them, but they do both have the recesses in the fronts of their shoulders above the black-swivel-in shoulder joint that the Decepticon clones should have, and as I look closer, goggle-face's head it attached to a grey panel that seems to end in a rotating joint, which is a design feature of Wingspan alone. And the Decepticon clones had goggles in their character models, but not on their toys, so it SEEMS to me that Wildman's drawn one with a toy head and one with a character model head.
