Just 'strategist' (from strategic + -ian, like tactician). Which is pretty boring, so I kept the portmanteau explanation because it's in keeping with Rotorstorm's character.--Tribimat 07:15, 16 September 2012 (EDT)

Revisiting this a few years later now that the OED entry has been updated and more can be said about 'strategician': it's definitely a rare word, but one with a continuous history of usage from 1841 to the present day.
