It's Tlalakans, as per one of Chris McFeely's "Secrets of the Original Scripts" ATT posts.

"Both his inner left forearms have Alana's name engraved in Ancient Autobot." He has two inner, left forearms? Is this supposed to say that "his inner left forearm has Alana's name engraved in Ancient Autobot' or that "Both of his inner forearms have Alana's name engraved in Ancient Autobot"? Added his Australian 1990 reissue in Australia to the G1 Toy section. I personally witnessed the Hornsby store of the long since defunct toy retail chain, Playscene stock Bumblebee, Beachcomber, Hubcap, Seaspray, Ramjet, Cyclonus, Starscream and Soundwave w/- Buzzsaw, and added several of these figures to my collection at the time. "Dan Gilzevan’s anecdote"

I just watched a YT video, it’s a panel with Dan Gilzevan and Allan Oppenheimer. In that, Gilzevan admits that he misremembered the way Oppenheimer did Seaspray’s voice. After that, Oppenheimer explains (and shows) how he DID do the voice (he didn’t use his lips, he gurgled the voice in the back of his throat)
