In an alternate timeline, all of Cybertron was under the control of the Functionist Council. Following the sale of Luna 2 to the Black Box Consortia, the now-redundant Primal Vanguard were brought back to Cybertron and so Ten-of-Twelve oversaw an operation to replace their eyes with cameras, making them the first of the Council's total surveillance agents. When it was discovered that Rung possessed the ability to produce photonic crystals, the Council had a meeting where Six-of-Twelve decided realized that Rung was Primus endorsing cold construction. The Council opted to use Rung to produce a new Cybertronian army to conquer the galaxy and travelled to Vector Sigma to acquire the sparks they needed. Before they could begin collecting sparks however, Rung was rescued by Team Rodimus. Before teleporting out, Rung mocked that the Key to Vector Sigma, the collective alternate mode of the Functionist Council, was useless calling them all the "Useless Ones". Modes of Production
