Terms of Peace

When the ultimate lawman starts trying to write the laws instead of simply enforcing them, the end result is Terms of Peace: a book of rules that dictates every possible aspect of behavior in every possible context for behavior. So long as it's obeyed to the letter, Ultra Magnus expects it to ensure Cybertronian civilization an eternity of peace and happiness.

Ultra Magnus has spent millions of years, on and off, trying to compose Terms of Peace. His goal after finding Cyberutopia and settling down was to finally finish it. One of his troubles was coming up with a less threatening way to say "punishable by death." When Cyclonus accused him of legislating for happiness, Magnus retorted that the lack of such legislation was what led to the Great War. Sardines
