Tomaandi is a member of the Council of Autobot Elders in Iacon.

This character appeared exclusively in the UK portion of the Marvel Comics continuity.

Tomaandi was a member of Iacon's ruling council<ref>It's unclear if this body was the same thing as the Council of Autobot Elders—however, since the Autobots were not a unified power at this stage in Cybertron's history it's entirely possible it wasn't the same council.</ref> before the great war. During the Vos/Tarn war he asked Emirate Xaaron to deliver a status update. State Games

As the war engulfed the entire planet, the Decepticons led a push against Iacon itself. During a meeting of the Council of Autobot Elders, Tomaandi declared that the Autobots were beaten—but Xaaron called him a fool and claimed that it was council control of the armies that was stifling the war efforts. Xaaron petitioned High Councillor Traachon to use his veto and give control of the armies to Optimus Prime. He did. And There Shall Come...a Leader!

Thousands of years later, facing bombardment by the Decepticon Trannis, the Council decided to surrender. Trannis executed them all for their trouble. Cybertron: The Middle Years!

Tomaandi was a member of the Builder Assembly during the Grand Uprising. He voted to rescind General Order 66 and allow the Vehicons to march on Iacon to save the Assembly from the Resistance. Instead, the Vehicons turned on their masters and assimilated all but one Assemblybot, including Tomaandi. Derailment

Tomaandi or an amazing simulation?

A robot looking an enormous amount like Tomaandi appears as a leading member of the Autobot High Council (possibly council leader, Optimus Prime calls him 'sire') in the first issue of Transformers. Despite having nearly exactly the same character model (and pose) he has a radically different colour scheme to Tomaandi. The reason for the similarity is that artist John Stokes lifted designs, compositions, and panel layouts wholesale from Frank Springer's art in the first few issues of Transformers to create "And There Shall Come… A Leader".

So it could be that this robot is Tomaandi—or it could just be plagiarism. You decide.
