The Universal Peacekeeping Committee (UPC) is part of an unknown governing body. It is tasked with maintaining universal peace.

After discovering that the inhabitants of the planet Cybertron were engaged in a civil war, the UPC decided that there was a risk that the conflict could endanger other planets, so it sent the diplomat Fflaxl to open peace talks. Since this was Fflaxl's first time to the planet, the UPC sent Bix along as his bodyguard—simply as a precaution. They also sent Fflaxl on his mission with very minimal intelligence. All he really knew was that the main conflict involved "tribes" called Autobots and Decepticons. A third tribe known as Mini-Cons was also involved somehow.

Despite this lack of information, Fflaxl was confident he could easily negotiate peace. Perhaps he was too confident. After a single eyewitness experience with the civil war and the sudden splattering of his bodyguard, the diplomat made the quick field decision that his intervention would not be prudent and made a hasty departure.
