Brainstorm's Unmentionables aren't what you think they are (in some cases, quite literally). Any new weapon created by Autobot engineers at the Kimia Facility must pass Protocol III of the Non-Conventional Weapons Act before it is allowed to be used in "civilized" warfare. Brainstorm seems to take special pride in scandalizing the Ethics Committee with proposed weapons so unbelievable and so devastating that nothing short of the imminent destruction of Cybertron and the universe en masse would justify their use. Brainstorm coined the term "the Unmentionables" for his banned inventions, and always goes back to work on the next Unmentionable as soon as the last one is shot down.
