That is not Prowl in issue 1. That is Jazz. The details of his head and his car mode kibble indicate as such. He has simply been incorrectly drawn with two missile launchers. Escargon (talk) 13:22, 31 August 2020 (EDT)

Hello Escargon, no it is Prowl you can see the back parts of his legs that are from Prowls car mode + the launchers + Prowls place in the story (see page 8 4 panel). I have pictures of both toys. Destron1 31 August 2020 17:28 UTC

...Prowl's head does not have three stubby horns. The Autobot in the picture has three stubby horns like Jazz. Prowl's legs turn around. The legs on the Autobots are turned backwards, like Jazz. Prowl's place in the story does not matter because the art is all over the fucking place. Escargon (talk) 13:32, 31 August 2020 (EDT)
