Victor Hugo was the writer of Les Miserables and the director of the Action Man Programme, the only non-British person to do so. Victor Hugo was sent in exile from his native France to Hauteville House on the island of Guernsey, where he used his time to write. He became director of the Action Man Programme to counteract the threat of Napoleon III.

His house on Guernsey would later serve as a hiding place for British secrets, such as a copy of the O.S. codex. Absolute Beginners
