Wingblazer is a Decepticon (and possibly a Predator) from the 2005 IDW portion of the Generation 1 continuity family.
He's the guy on the right.

Wingblazer was one of the countless Decepticons held prisoner on Garrus-9 until a security breach set him and his brethren free. Overlord quickly established himself leader of the Decepticon prisoners and suggested that they not return to Megatron, but stay on Garrus-9 and have some fun.

A year later, some Decepticons had begun to become wary of Overlord's sadistic tendencies, but not Wingblazer. He and his partner were very happy to hunt down and torture Spin-Out, an Autobot that Overlord had given them to play with. As Overlord watched, Wingblazer and his partner caught the Autobot and boasted of their unstoppability, but the Autobot got in one cheap shot. Overlord stepped in and killed Spin-Out, saving their lives, but then promptly shot both Wingblazer and his partner in the head, killing them instantly. "Any Decepticons that careless are wasting their lives," and his time.

Overlord ordered the Autobot's body brought back to be recycled "for more entertainment," but ordered Wingblazer and his partner's bodies to be left where they were. Snare regarded their bodies, reassessing his situation. Last Stand of the Wreckers #1
