Optimal was the director of the Maximal Nation propaganda arm, Voice of Maximals. After the end of the Grand Uprising, he was one of three Maximals chosen to represent the Maximal High Council on the Cybertronian Parliament. He and fellow quad-changer Megatron took an instant disliking of each other. He was on the Parliament when it voted 13-2, one abstention, to mark the day as Unity Day. The "Optimal Optimus" version of Optimus Primal was repurposed as Optimal.

Optimal Optimus's on-package bio states that he has Cybertronian "air guardian" technology and twin scramjet modules. Jetfire's function was Air Guardian, and his Tech Specs said he had these same scramjet modules.
