The High Council were the ones that forbade Cybertronians from traveling into Earth's space. They also ignored Depth Charge's warnings that Optimus could not keep hold of Protoform X, something that did not make Depth Charge happy at all.

However, it was the Maximal Elders that the Earth-stranded Maximals stated would send a rescue ship Deep Metal and generally the Elders are mentioned in terms of being the power on Cybertron. Whether they are the same Council really or the High Council is a not-as-high lower house is not clear.

In the era of the Pax Cybertronia, the Maximal High Council assigned Apelinq to lead the new iteration of the legendary Autobot strike force known as the Wreckers. Apelinq's Universe profile

After the Great Transformation of the planet following the conclusion of the Spark War, the Maximal High Council returned to power. However, one year later, Optimus Primal returned from death to plead his case before them. He spoke of Unicron and Primus and annihilation and the abyss and the need to ready their armies to end the battle between Order and Chaos. The High Council was unimpressed with Primal's tirade and chastised him for throwing Primus's name around like so much cheap emotional currency. Primal was banished from their domain and confined to his quarters. Homecoming

The Maximal High Council judged Trans-Mutate and found her to be guilty of her crimes, sentencing her to imprisonment at Garrus-16. Perception

With the outbreak of the Grand Uprising, the Maximal High Council took advantage of the chaos to solidify their control over the Maximal Command Security Force. While in a bad mood, Megatron brought this fact up as an example of the opportunity the Uprising was creating. Not All Megatrons

When the Maximal Command Security force went completely rogue from the Builders and formed the Maximal Nation, the ICS tried to get a comment from the Maximal High Council, who funnily enough couldn't be reached. Cultural Appropriation

  • The early concept of the Maximal High Council was originally named High Council. The High Council was to be the most powerful government body on Cybertron. Most of the members were to be famous Autobots and Decepticons during the Great War, including Optimus Prime. There are also few Maximals and Predacons among the members.[citation needed]{{#ifeq: ||}}
  • No connection has ever been drawn in fiction, but the Maximal High Council is presumably the successor to the Autobot High Council.
