Herbert Clark Hoover was the 31st President of the United States, and the namesake of Hoover Dam. Two strange objects had been found, and he was the man that had to figure out what to do with them.

Herbert and his wife Lou were in China when the Boxer Rebellion broke out in the final days of the 19th Century.
