Gottlieb is an ocean-side town on the planet Pequod. It has a thriving vacation tourist trade, and city officials who aren't going to let that lucrative trade be threatened by any pesky killer monsters or civil servants who don't know when to keep their mouths shut.

There, they were informed by the harbor master of the existence of the Klud that was demolishing wayward ships and boats out on the seas of Pequod.
