The Council discusses what to do about the growing combiner threat.

Synopsis

On Cybertron, the Council, composed of Starscream, Rodimus Prime, and the Mistress of Flame, meet to discuss recent events. Starscream insists that everyone must remain calm, however, Rodimus and the Mistress of Flame call for action. Rodimus suggests using the Enigma of Combination to create more combiners as a means of defense, however the idea is shot down for fear of reigniting a war long dead.

The Mistress of Flame suggests wiping out the combiners, however Starscream argues that would be genocide, as Combiners are still Autobots and Decepticons, but given Starscream's past his argument falls on deaf ears. Meanwhile, Windblade watches them through a sniper scope.

The Council moves to the Enigma of Combination, hesitant to use it. Windblade attempts to destroy the Enigma with a single shot, but someone grabs her gun as she fires, throwing off her aim and causing the stray shot to hit Starscream. The Council takes this as an attack and sounds the alarm.

As Windblade gets back on her feet, she turns to see who had stopped her from destroying the Enigma: Optimus Prime.
