Strikebot can be obtained at the Pig Lab in Hog Head Mountain once that area opens up on the map. Shieldor, Electroblast and Strikebot are all ready to go as soon as you enter, and are automatically added to your inventory.
When activated, Strikebot calls in a generic Seeker-type Minion Pig (used to be Skywarp) to perform a bombing run. The amount of energon cubes stored up multiplies the number of bombs dropped and damage done. You can prolong the effect by changing to vehicle mode and keeping the bomber on-screen just a bit longer. Luckily this attack also clears out any inbound silo-launched missiles.
