- Hotlink is a Decepticon Seeker from the novels portion of the Aligned continuity family.

This character has no official visual representation in any Transformers product or media... yet, at least.
Hotlink was an old Air Command mainstay and (along with Bitstream) was one of Starscream's go-to, trusted tech engineers in the early days of the war. His specialty was "mechatronic engineering" (whatever that means). He carries a toolkit with him.

As seekers they apparently survived when Megatron purged Trypticon Station's crew as a lesson to Starscream. He and Bitstream also assisted Starscream in activating the Geosynchronous Energon Bridge.
