Fire Chief is an Autobot from the Operation Combination portion of the Generation 1 continuity family.
Surprisingly not a Walmart Universe exclusive circa 2004.

Fire Chief (ファイヤーチーフ Faiyā Chīfu) is the leader of the Guard City team, the main force in the war against the invading Decepticon forces led by Scrash.
