He just let the Transformers worship him like [[Astrotrain (G1)|Astrotrain]] on [[Titan (moon)|Titan]]. "I built you guys to defend me from Unicron!" Yea, that's it.

There is little indication that most of the [[Headmaster (technology)|Headmaster]]s are still Headmasters. For all we are shown they could have reinstalled their old heads. They don't come up in Prime's pep-talks and inner monologues, "We must succeed for the sake of the Transformer race and our Nebulon allies!" When a Nebulon does appear, it is kind of a startling reminder. "Oh, yea, they are still around."
