It seems more likely to me that rather than being a native, Bob moved (or even retired) to Nebulos as part of the relatively-settled human expat community there. Nebulan or human?
[edit]I admit it's not watertight, but I think Bob's a human from the evidence provided in the book:
- Nebulans are robots in this micro-continuity. At the Wolf At The Door, they're said to drink oil and you even mention at one point: "It just occurred to me - if they don't serve humans, what did Monzo want with a crateful of brandy?"
- Harry and Bob drink the whiskey together. While Harry's not explicitly stated to be human, he requires an aspirin the next day and he wears a jacket so he must be at least organic, and your ship did come from Earth.
- There are humans on Nebulos. You find "gnawed human bones" in the Wolf at the Door's cellar.
- Bob and Harry are reassuringly human names.
