Together with Bruce Timm, he is best known for several acclaimed Warner Bros./DC Comics Animated series, such as Batman: The Animated Series, Superman: The Animated Series, Batman Beyond, The Zeta Project, Static Shock, The Batman, Batman: The Brave and the Bold, and Justice League. Though both he and Timm are mostly known for co-creating The Joker's ex-psychiatrist turned sidekick, Dr. Harleen "Harley Quinn" Quinzel.

He was a writer and story editor on ABC's popular television series Lost, the co-creator of Freakazoid! with Timm and Steven Spielberg serving as producer, as well as the story editor for Tiny Toon Adventures, one of Spielberg's other animated productions.
