With war being the most secure factor in Cybertron's long history, one would almost forget "neutral" doesn't have to refer to the absence of an insignia. The Neutral Territories are called as they are because the domain serves as a free settlement zone and trading quadrant to the Cybertronian population.[1] The area is bordered by Uraya, Altihex, Kalis and possibly Protihex, Praxus or both.

[edit]As the Border Wars commenced, Shockwave agreed to discuss suspicions of outside manipulation of all factions with Jetfire if he'd accept to meet him in the Neutral Territories.
