Dutch is a human from the cartoon portion of the Generation 1 continuity family.
Everyone remembers when cravats and huge lapels became popular in the thug community in 2006.

Dutch is Victor Drath's right-hand man. As a thug, he's slightly cleverer than Drath's other men, though that isn't saying much.
