The Decepticon High Council is the governing body of the Decepticon Empire. Among its powers is the right to appoint the leader of the Decepticon army. What relation they have to the command-giving Decepticon Imperial Headquarters, the ruling Triumvirate or the similarly named Decepticon High Command is unknown.

The Decepticon High Council appeared exclusively in the UK portion of the Marvel Comics continuity.

Thunderwing made a bid for Decepticon commander, and was set a test by the High Council. The Big Shutdown! He failed and a team was sent to retrieve him, Rage! which he commandeered to attack the Ark. The Council was impressed by this ballsy move and appointed him commander. Assault on the Ark!
