Overcast is a Gigantion Mini-Con from the Cybertron portion of the Unicron Trilogy continuity family.
How do you type with missiles for hands?

Overcast is the leader of the Giant Planet Mini-Con Team, a gang of Gigantion Mini-Con rebels. His self-image is incredibly over-inflated, even though his main goal in life seems to be little more than to cause trouble for others through pranks and vandalism. A classic bully, he bullies his teammates as well, mostly the spineless Deepdive. After all, Longarm can pound him into the dirt.[1]

Cybertron Overcast transforms into a modified Martin P6M SeaMaster flying boat bomber. He has pressure-launch missile launchers under both wings which become his robot-mode arms; presumably the "claws" holding the missiles in place are his actual "hands".
