Considering that the Stupid Drone's main role in robot mode in the final film is solely as part of a brief comic relief joke about its appearance, it's rather questionable as to why it was planned to wield one in the first place. It's probably best not to think about it.

The Stupid Drones are some of the many inhabitants of Lockdown's ship. Unlike their Steeljaw and Shadow Raider comrades, the Stupid Drones don't exactly seem suited for combat, and instead spend most of their time lurking around the ship's waste disposal chambers.
