Having survived the Legislators' attack on Crystal City, the Circle of Light's subsequent abduction by Tyrest, their torture at his hands and a further battle against the Legislators when breaking out of Tyrest's cells, Outrigger elected to remain behind on Luna 1 under the command of Fortress Maximus, the new Duly Appointed Enforcer of the Tyrest Accord. Later he reported to Red Alert that Tyrest's body—kept secure and stabilised in the medbay—had moved its fingers. When they went to investigate, they found that Tyrest had completely vanished.
