Shadowhawk is a Decepticon from the IDW portion of the Generation 1 continuity family.

This character has no official visual representation in any Transformers product or media... yet, at least.

Shadowhawk is an associate of Swindle, which probably doesn't bode well for his being a law-abiding member of society.
