We really don't know much about the Nightmare Engine, other than that Ferak designed it.

2005 IDW continuity

In the early days of the war, Ferak, Soundwave, and Shockwave, each had a hand in what was called the "nightmare transmitter". They used it to torment a courier named Bumblebee into committing acts of terrorism for them. The plan ultimately failed but Ferak still saw potential in the device. Ghost Stories
