The matter duplicator was built to duplicate matter, presumably by Wheeljack, but it didn't work... it never worked, until Perceptor came through with the ol' Fonzarelli fix.

When the Autobots were infected with cosmic rust, their matter duplicator was their only hope. Fortunately, Wheeljack and Perceptor were able to make it work, and duplicated enough corrostop to halt the deadly plague. Cosmic Rust
