The Crisis Intervention Accord was a treaty which rendered the Combiners non-aligned. If only they had made that before Scramble City was made.

However, after Optimus Prime and Megatron disappeared, the two armies fractured into disunited factions. Given how destructive Combiners were, and to halt the arms race, the six factions agreed to declare the Special Teams non-aligned, among other things, with the signing of the Crisis Intervention Accord.
