Power Pro-kun is a human from Power Pros.
The greatest head in the known multiverse.

Power Pro-kun (パワプロ君 Pawapuro-kun) is a super deformed baseball player who presumably plays at Power Pro Stadium. However, he attacks with a harisen fan instead of a bat. He appears to have the ability to throw his own head.

As part of DreamMix TV's attempt to pull in more ratings, Pro-kun was invited to battle bunches of other beings, including Optimus Prime and Megatron, on the television show World Fighters. DreamMix TV World Fighters
