Devil Z is an energy-being thing from the Masterforce portion of Generation 1.
Devil Z is a Decepticon entity which posseses vast power, but no true body of its own. It resembles an organic mass, encased in a glowing ball of energy. It commands the Earth-based Decepticons and their human Godmaster and Headmaster partners in its plans to destroy the Autobots.
