Builder Assembly

In a universe where the Great War never truly ended, the Builder Assembly is the legislative body of Cybertron. Comprising the leading Builders of Cybertron, the former Autobots and Decepticons, the Builder Assembly rules Cybertronian society with an iron fist, secretly manipulating the Maximals and Predacons to endlessly fight for the Builders' amusement. Nothing could possibly go wrong with the Builders' hold on society. It is not as though their oppression would inspire someone to rebel against injustice...

The Assembly has certain rules about who can join. Only "proper" Autobots and Decepticons are allowed in. No Cyberdroids, Micromasters, or (Primus forbid) Maximals and Predacons. Any Builder who so much as associates with any of those would be lucky to get a seat.

Beast Wars: Uprising

During the early 21st century, an Underbase-empowered Thunderwing seized control of the Grand Mal, forcing the other Decepticons to team up with the Autobots to neutralize the threat. This temporary reconciliation between the factions paved the way for a pan-factional post-war government. Not All Megatrons As the golden age of the Autobots and Decepticons drew to a close, the Builder Assembly was at the head of a stagnant Cybertronian society. Disgusted by what his former comrades-in-arms had become, Grimlock turned against his fellow Builders by illegally transferring his spark into a Maximal protoform and attempting to bomb the Assembly. Before he drafted what became the Predacon Manifesto, Preditron had already met with the Builder Assembly more than once. He wasn't exactly taken with them. The Predacon Manifesto

At some point in the 24th century, councilors Sigil and Halogen were determined to bring some "fresh blood" into the Assembly, in the form of a fellow Decepticon, as Cross-Cut and Kudon were making the disturbing suggestion of bringing Micromasters on board, and that would never do. They approached Double Punch, but made clear he'd have to drop that Predacon he was so fond of...

So Double Punch did. Some cycles later, Double Punch's first day involved him helping pass a bill tightening the regulation of flying vehicle modes to anything that hovered too far. And on returning home he was murdered by Gnashteeth, who gambled on the Assembly cracking down hard on the supposed perpetrators, the Kospegos. Identity Politics

At some point in the following twenty-odd stellar cycles, Riker–a Micromaster–managed to get onto the Assembly anyway.

When Eject told Lio Convoy that "the powers that be" had ordered another Cull, Lio Convoy figured that Eject was referring to the Builder Assembly.

When Polar Claw and Snarl arrested Noctorro for looking in his reflection for more than 90 nano-kliks, Noctorro protested that the Assembly had to have better things to do than come up with laws like that.

After Blackarachnia triggered Lio Convoy to see the injustice of the status quo, he returned to his post, claiming to be ready to continue his duty to the Builders. However, Lio Convoy used his security clearance to get inside the Dodecahex arena, assassinate Supersonic, and publicly broadcast the truth about the rigging of the Games. Lio Convoy then called for a rebellion against the Builders, initiating a new civil war, the Grand Uprising.

The Assembly sentenced Eject to death for allowing Lio Convoy to start war on Eject's watch. However, Eject successfully appealed his sentence by forwarding his solution: clone Lio Convoy's energon matrix-infused CNA to create a powerful anti-rebellion army. The Assembly approved, with Ratbat telling Eject that "the ball is in your court." Broken Windshields

Gran opined that in the face of the Grand Uprising, the Builder Assembly was paralyzed by inexperience. Head Games

Early into the war, a combiner broke into the Forever Vaults and stole the G-Virus. The Assembly tasked Hot Rod's Micromasters to retrieve the Virus only for it to be destroyed. An unidentified member of the Assembly attended the first Game since the Uprising at Tesarus. Micro-Aggressions

When Galva Convoy finally unveiled his new variant of proto-formers, dubbed "Vehicons", the Assembly subjected them to a variety of tests, while Eject, conscious of the potential threat they posed, built in a contingency that they would be unable to operate above 66 degrees of latitude of Cybertron's surface without the approval of a supermajority of the Assembly, which he dubbed General Order 66. In the meantime, the Assembly had a group of Micromasters unknowingly infected with the viral load and left behind to be captured by the Resistance, allowing the Vehicons to spread behind enemy lines. Which they did. However, the unanticipated result was the Resistance deciding to gear up for a full-frontal assault on Iacon, joined by the forces of the Independent Predacus States and the Maximal Nation. Panicked, Cross-Cut suggested rescinding Order 66. At Eject's imploring, they chose not to for the immediate moment, deciding to wait and see what transpired.

What transpired was the Resistance managing to push through the Yuss Batteries, allowing them to march on toward Iacon. An enraged Ratbat re-raised the motion to rescind Order 66. Two-thirds of the council voted unanimously, the last hold out being Knock-Out, who made a play of voting "no" in response to previous defeats of his own proposals, until Ratbat agreed to give him the tax breaks he desired. With that, the Vehicon forces were ordered to proceed to Iacon en masse, while Ratbat ordered Hot Rod to use his Micromaster troops to slow the Resistance down. Then Hot Rod and his troops decided to not bother. The Resistance soon reached Iacon, making short work of the scattered troops the Assembly had left to defend themselves, while the Assembly relocated themselves to a secure bunker, save for Riker, who went to "inspect" Hot Rod's battalion (read: realized getting out of dodge was the better idea). Inside the bunker, the mood among the Assembly got worse as their remaining guards dwindled one by one, until Galva Convoy informed them the Vehicons were due to arrive any moment, and suggested they prepare for the Drosera procedure so they could get a better view of what was to happen.

The Assembly presented themselves to Lio Convoy, expecting his assimilation by the Vehicon horde, only for Galva Convoy to reveal he had other plans. The Vehicons turned on their supposed masters, assimilating them one by one, starting with Ratbat, until only Knock-Out was left. Despite his pleading, the former Decepticon was also converted into a Vehicon, taking the Assembly with him. Derailment
