Apparently his full name is Theodore Galloway, and he's played by John Benjamin Hickey. I would recommend desnarking the opening of this article. This is one case of humour getting in the way of conveying information, because it's forcing somebody to read a totally unrelated article to "get" that the entire opening paragraph is a joke. --FFN 17:07, 17 June 2009 (EDT)
