Before the cannon could be unveiled to the press, it was sabotaged by Circuit Breaker.
We know by its name and by Mr. Blackrock's little speech that his cannon's indiscriminate filing-reducing powers can only be used on robots, and therefore there is no danger to the general public that this cannon will be stolen and used by terrorist organizations to wreak wholesale destruction upon small puppies or coffee shops.
